Директива ЕС вроде бы касается свободного передвижения членов семей граждан ЕС без визы. Про доказательства отсутствия возможности ее получить там ничего не сказано.

правильно ли я понял по ссылке что вы скинули, что, допустим, если моя жена имеет паспорт Болгарии, а я имею ВНЖ Кипра, то виза не нужна чтобы путешествовать по EU?

если у вас внж по супруге (yellow slip/MEU2/3), то тогда у вас пункт 1 и виза не нужна

а как это - внж по супруге, если она гражданин другой EU страны? у меня мой рабочий внж, а у нее паспорт, но другой страны

если супруга не проживает на Кипре - то никак
а если проживает, то сначала супруга получает кипрский внж (MEU1), потом вы получаете внж на основании внж супруги

Family members who are not nationals of a Member State shall only be required to have an entry visa in accordance with Regulation (EC) No 539/2001 or, where appropriate, with national law.
