Получается, если сделать титры в РФ, потом уехать в страну, где они не нужны, а потом вернуться в рф за титрами и из рф выехать на кипр, то условие соблюдено?

5 пункт, если я правильно понимаю, для тех кто внутри ЕС титры делал. Мне кажется, вы что-то усложняете
