возможна проблема в другом - если человек поставит 4kW, а через год захочет 10kW - получается, что легально только через установку net billing

Там же контракты не вечные. Будут продлевать или загонят в нетбиллинг?

Т.е. net billing будут продавать избыток EAC'у (TCO) по фиксированной цене (которая ниже чем для "обычного" электричества)
или другими словами - больше не будет "хранения" избыточного электричества в сети - стимулируют ставить аккумуляторы (с 01.08.2025 станут обязательными), что бы не продавать своё электричество задёшево и не покупать у EAC задорого

у меня инвертор growatt spf 6000
вот этот показатель с ноября прошлого года 2.8.2 за полгода с инвертором вырос (насколько точно не помню, нужно глянуть, на кв 5-10)
показатель 6 до меня был, панелек раньше тут не было

Кто где электрички на стороне заряжает? Чтобы хотя бы 22кВт и ценник на уровне АИК или ниже. Есть такое?
