It doesn't really work like that. It depends on the wind strength, brand, your board size, skills etc. Many factors. Normally, people own 2-3 kites to cover most of the wind range comfortably. For a beginner in average conditions in Cyprus, if you want 1 kite, I would go for size 10 or 11
