ответ из посольства Германии If you applied for first time your residence permit card for Cyprus and you just hold a receipt of the application, then you cannot apply for a Schengen visa or National visa at German Embassy. You have to wait until you get the residence permit card! If you already had a residence permit card and it got expired and you applied for a new one and you hold now the receipt, then this is acceptable only for the people who need a National visa for Germany. For Schengen Visa the receipt is only acceptable if it is accompanied with the letter from the Ministry of  Interior of Cyprus (Civil Registry and Migration Department Nicosia)  which confirms that the legal residence in the Republic of Cyprus  is granted.
